Strategic planning sets the framework for the acquisition, planning, design, and construction of all ecosystem projects undertaken by EEP.
Based on projections of unavoidable wetland, buffer and stream impacts of future transportation projects submitted annually by the N.C. Department of Transportation (NCDOT), EEP develops strategies to achieve watershed-based compensatory mitigation in each of North Carolina’s 54 hydrologic cataloging units. In addition, forecasts are made of compensatory mitigation to satisfy EEP’s in-lieu fee program. The strategic plan is updated annually as new information is provided, and recommendations are formulated and provided to the EEP's Planning and Implementation sections.
