N.C. Ecosystem Enhancement Program
EEP IN-LIEU-FEE PAYMENT PROCESS

New, revised or re-submitted In-Lieu Fee requests for wetlands, streams, and riparian buffer mitigation are considered weekly. To request mitigation credit through the EEP ILF Program, applicants or their agents should complete the In-Lieu Fee Request Form. Forms should be completed as completely as possible and include impacts for which EEP mitigation is needed as well as a map to verify project location.

EEP staff typically meets each Monday afternoon to consider these requests. Requests received after noon on Mondays will be considered at the next weekly meeting. It is EEP's goal to respond to applicants and/or agents within two weeks of receiving a request to use the In-Lieu Fee mitigation program. Acceptance letters are valid for six months from the issue date. If EEP does not receive the associated permits within that period, applicants should request to renew their acceptance by completing a new form, indicating it is a renewal of an expired acceptance, and submit it to the ILF Coordinator.

If you have any questions regarding this process, please contact EEP In-Lieu Fee Coordinator Kelly Williams at Kelly.Williams@ncmail.net or by phone at 919-716-1921.
