This page replaces and expands upon the Web page formerly titled “EEP MONITORING REPORTS.” The table below includes links to EEP’s project monitoring reports and other key documents from projects originating under EEP's Design-Bid-Build and Full Delivery programs, as well as those projects transferred from NCDOT.
Included are project restoration-plan documents, mitigation-plan documents, as-built information and drawings and closeout reports. These documents represent the key project-level documents necessary to provide a user with the understanding of pre-existing conditions, goals, restoration approach and methodology, implementation and post-implementation assessment. Other documents related to categorical exclusion requirements and documents that support High Quality Preservation assets will be added at a later time. Although many projects are identified and tied to EEP watershed plans, this page houses project-level documents. Watershed-planning documents are not included here, but can be found at the following location on the EEP Web site: EEP Local Watershed Planning
The table below includes all instituted projects and will be updated regularly with newly instituted projects. Updates in the form of new document links to existing projects will be made continuously. A project is considered instituted when land/easement options have been acquired and a designer has been assigned. In the case of Full Delivery projects, a project is considered instituted when a request-for-services award is officially made in the form of an executed contract. The table also includes preservation projects, which will have their associated documents posted in the future.
Collectively, these data-set characteristics mean that the table below is inclusive of the full universe of currently instituted EEP projects; however, at the time of this posting, many of the listed projects will not have a substantive document history as of yet. In addition, in some cases a certain document type may have never been produced for a particular project, due either to contracting interruptions or implementation during an earlier time period where the templates, document types and naming conventions were evolving. While there are many projects that are further along in their development and will therefore display a more complete set of document links, the user should expect many empty cells at any given time, especially concerning projects that are more recent or solely High Quality Preservation in nature. Over time, more information will be included as projects develop and other document types are added.
For this initial release of this information, the table of document links will exist in the downloadable Excel file at the bottom of this page, enabling the user to sort or filter projects based on a series of fields using Excel’s Data filter and Data Sort functions under Excel’s standard Data menu item. Should the user corrupt that download file in any way during their manipulation of it, a new copy can simply be downloaded again. EEP is developing an EXCEL web interface to provide this viewing and sorting capability directly on this page, but for the present time the project documents can be accessed simply by clicking on the appropriate document link in the appropriate cell within the downloaded copy of the Excel file.

Primary Pre-Implementation Project Document Types
• Restoration Plan Document
For projects of originating with EEP or the Wetlands Restoration Program, the primary pre-implementation document is the Restoration Plan, which provides documentation of pre-existing conditions of the site as well as design plans for permitting site activities. For projects of NCDOT origin, this document was called the Mitigation Plan. The current format template for the EEP Restoration Plan document can be found at the link below.

Post-Implementation Project Document Types
• Mitigation Plan Document (As-built baseline condition)
For projects originating with EEP or the Wetlands Restoration Program, the primary post-implementation document is the Mitigation Plan, typically including the as-built baseline, comprised of baseline data for future monitoring and the as-built plan view (i.e., record drawing), as well as finalized success criteria and monitoring requirements. It summarizes the construction/implementation activities that took place and if/how they deviated from design. At various times in the past, this document may have also been referred to as an As-built Report. The current format template for the Mitigation Plan document can be found at the link below. For projects of NCDOT origin, the primary post-construction document was a red-line or highlighted markup of the construction drawings.

• Monitoring Reports and Closeout Reports
Monitoring Reports provide data and analysis, typically on an annual basis, for the assessment of project status and trends and collectively serve as the basis for determining goals compliance and project success. The current format template for the Monitoring Report can be found at the link below. While these reports are subject to annual reviews, the complete assessment with regard to data history and overall success is a process that occurs as part of the close-out analysis. For many parameters, it is not possible to claim success (or lack thereof) based on a single annual snapshot, which is why the close-out assessment is cumulative and more definitive. It involves a comprehensive data-quality check and reconciliation of any data errors or conflicts from among the various data sources/streams over the project history. All of this is summarized in the Close-out Report, and until that is produced the annual data should be viewed as provisional.
