ADVANCE NOTIFICATION FOR REQUESTS FOR FULL DELIVERY PROJECTS

This posting is to notify potential mitigation providers with advance information regarding EEP’s intent to issue Full Delivery Request for Proposals (FD RFPs) during the state fiscal year 2009/10. THIS INFORMATION IS NOT OFFICIAL AND MAY CHANGE AT ANY TIME. NCDOT-forecasted mitigation needs have decreased from past forecasts and may decrease or increase as NCDOT continues to revise its Transportation Improvement Plan. As these numbers are adjusted, EEP will adjust its planned level of mitigation procurement in affected CU's as appropriate.

EEP's expected needs at the time of this posting are reflective of the currently approved NCDOT information, current mitigation requirements in the In-Lieu Fee programs, and available mitigation credits as known on the day of this posting. This posting is concentrating on stream, wetland, and buffer mitigation needs. We will update this page in the near future with more detailed information in regard to the final mitigation amounts for the FD RFP posting.


The anticipated mitigation needs are based on information we have at this point in time. Should events change, EEP may post other FD RFPs or change the total amount award as needed to reflect the mitigation needs of the program. EEP is planning to issue FD RFPs in November 2009 with a proposal receive date in March 2010. A listing of the cataloging units of need and the requested type and amounts of mitigation are included in the table below.

As in the past, EEP plans to focus the requests inside the state’s targeted local watershed (see below, DRAFT Proposed Targeted TLWs for 2009 Full Delivery Targets) where the mitigation will provide the most environmental benefit. This data and other important information will be included with the official FD RFP posting (http://www.nceep.net/pages/lwplanning.htm). Below is a table containing a listing of proposed river basin and cataloging unit locations with the current anticipated FD RFP advertisement amounts that will be posted over the next few months. Please note, this is not the final posting and this information is subject to change on the official FD RFP advertisement.

Additional notes regarding the above information:

Cape Fear 03030002 – EEP will require that riparian-wetland restoration credits be included with any stream mitigation project submittal. Stream submittals that do not include riparian-wetland restoration credits will not be considered.


Catawba 03050101 – EEP will require that riparian-wetland restoration credits be included with any stream mitigation project submittal. Stream submittals that do not include riparian-wetland restoration credits will not be considered.

Catawba 03050103 – EEP will accept submittals in the Catawba 03050103 service area (includes Catawba 03050103, Catawba 03050102 and lower Catawba 03050101). A map of the expanded service area will be provided in the published FD RFP.

Tar-Pamlico 03020104 – EEP will require that riparian-buffer restoration credits be included with any stream mitigation project submittal. Stream submittals that do not include riparian-buffer restoration credits will not be considered.

Yadkin 03040105 – EEP will require that riparian-wetland restoration credits be included with any stream mitigation project submittal. Stream submittals that do not include riparian-wetland restoration credits will not be considered.
