5. EEP Management Systems Overview


 

 

 

 

 

 

 

5.1 General Description of the EEP Management System

 

EEP has established and implemented a management system modeled after the ISO 9001:2000 quality system standard, as documented in this PPPM.   The management system is designed to ensure that EEP accomplishes its mission with a high degree of integrity, effectiveness, efficiency, reliability, and transparency.  The management system places a high priority on specification of meaningful goals and objectives, measurement and assessment of performance toward those goals, and continual improvement of work processes and organizational capabilities.

 

5.1.1    EEP Mission and Purpose

 

The EEP mission is to restore, enhance, preserve, and protect the ecosystem functions associated with wetlands, streams, and riparian areas including, but not limited to, those necessary for the restoration, maintenance, and protection of water quality and riparian habitats throughout North Carolina.

 

The purpose of EEP is to provide a comprehensive natural resource enhancement program that identifies ecosystem needs at the local watershed level and preserves, enhances, and restores ecological functions within the target watersheds while addressing impacts from anticipated NCDOT transportation projects and other sources.

5.1.3    EEP Information System

 

EEP is developing an information system that supports the implementation of work processes necessary to carry out EEP’s mission.  The information system provides (1) a means for ensuring consistency in operations, (2) documentation of transactions and milestones, and (3) efficient collection and analysis of performance measurement data for management evaluation and reporting.  The information system will be expanded and improved over time to address the evolving needs of the program.

 

5.1.4    Management System Training

EEP Supervisors and Managers will train employees as described below within 30 days of the employee starting a position within the organization or within 30 days of the effective date of a new procedure or a major revision to the management program, a procedure, a policy, or another PPPM-related document.

 

Supervisors are responsible for training all existing and new employees on applicable work processes and procedures and on measurement, analysis, and improvement, as required for each employee’s section and position.  Supervisors will ensure that all employees know and understand the quality policy.

 

The Human Resources (HR) Manager will train all employees on all HR procedures.

 

The Administration Budget Officer will train all employees on applicable accounting and resource management, infrastructure, and work environment procedures.

 

The Analysis and Procedures Supervisor will provide training on applicable management responsibilities and document control procedures.

 

EEP Managers and Supervisors are responsible for evaluating the competence of personnel performing the procedures. Competence will be evaluated by observing job performance.

 

During each training session, a training record will be filled out, signed by the employee and supervisor/manager, and given to the HR Manager, who will maintain training records.

 


5.1.5    Interactions and Communications

 

EEP interacts with a number of external agencies and parties in accordance with the MOA that established EEP.  In signing the MOA, all parties agreed to operate on the principles of open communication and cooperation.  All parties agreed to exercise in good faith their rights and obligations as contained in the MOA. The parties further agreed to ensure that formal continuous communication and outreach are established to ensure that parties affected by EEP are informed of  EEP’s policies, methods, procedures, activities, and performance. In addition to formal and informal communication, all parties to the MOA will have access to the PPPM at any time.

 

The outreach includes, but is not limited to, continuous communication with

·         Regulatory review agencies (e.g., NC Wildlife Resources Commission [WRC], National Marine Fisheries Service [NMFS], EPA, FWS)

·         Interested agencies, organizations, and others (e.g., the legislature, local governments, the Natural Heritage Program (NHP), environmental groups, and the general public)

·         Supporting groups and organizations (e.g., nongovernmental organizations [NGOs], private mitigation providers, the Clean Water Management Trust Fund [CWMTF])
