2. Scope of the PPPM


 

 

 

           2.1 Scope of Application

 

This PPPM applies to all work processes conducted or supervised by EEP staff as they carry out the organization’s mission.  Many of the work processes are described in detail in specific procedures that are developed and maintained in accordance with the document control procedures in Section 5.2.  Other work processes are described more generally by process maps located in Section 5.3.  Regardless of the level of detail at which the work processes are documented, this PPPM describes a management system that employs the principles of continual improvement in the service of customer satisfaction, which encompasses all of EEP’s work.

 

This PPPM is intended to address the long-term policies, processes, and procedures to be implemented by EEP.  A Transition Period was established as part of the MOA to facilitate a smooth transition from previous operations and methods to EEP’s watershed-based operations and methods. The Transition Period began on the effective date of the MOA and will last for 24 months.  During the Transition Period, specific operational procedures will be followed for providing required compensatory mitigation for a select list of transportation projects. This list includes transportation projects expected to need permits within the 24 months following the execution of the MOA.  EEP management will determine the extent to which projects conducted under the Transition Period will conform to the PPPM.

 

2.2 Overview of EEP Core Processes

 

EEP conducts its operations through a set of core work processes, which are summarized as follows:

 

Organizational Strategic Planning is a top-level management function that involves setting program goals and measures, evaluating performance of the program, and ensuring that adequate resources and work processes are in place to fulfill EEP’s mission and achieve its goals.

 

Operational Strategic Planning (Program Planning) is an operational management function that focuses on allocating resources and directing projects to achieve EEP’s ongoing objectives for ecosystem enhancement and mitigation credits.

 

Watershed Planning is a technical function that addresses the scientific and economic factors affecting the improvement of watershed quality, primarily through the development of Watershed Restoration Plans and Local Watershed Plans.

 

Land Acquisition is an operational function that carries out the identification, assessment, negotiation, and administration of real estate transactions necessary to support the EEP’s mission.

 

Implementation is a project management function that accomplishes EEP’s watershed restoration and mitigation goals through full-delivery projects, design/bid/build projects, design/build projects, and other methods.

 

Contracting is an administrative function that supports the procurement needs of Watershed Planning, Land Acquisition, and Implementation to ensure compliance with legal and regulatory requirements and obtain the best value in the marketplace.

 

Accounting is an administrative function that supports the budgeting, accounts receivable, accounts payable, and associated reporting needs of all other EEP functions.

 

Administration is a resource management function that supports EEP’s organizational needs, such as human resources, infrastructure, and communications.
